The target reliability levels recommended in national and international documents vary within a broad range (ISO 2394 (1998) and JCSS (2001)). Moreover, the desired links to structural costs, the failure consequences, the relative expense of safety measures and the design working life are indicated only very vaguely (see studies Diamantidis D. (2009), Holicky M. (2009) and Holický, M. and Retief, J. (2011)).
