ABSTRACT

From 2004 through 2009, senior leaders in the United States Air Force (USAF) expressed a need to improve overall Air and Space Command and Control (C2

Improvements have been made in Satellite Operations and SSA, but these enhancements have primarily focused on doctrine, organization, software, and equipment. Very few steps have been taken to ensure human factors issues are addressed for the operators. There is little evidence of a proper Human Systems Interface (HSI) approach in the design of the majority of the currently fielded space operator interfaces and a lack of standardized human factors practices within the industry across the space mission spectrum. In fact, with few exceptions, the space operations systems lack standardization themselves. Over the past few years, Air Force research organizations have stepped up to aid the space operational commands as they address these shortcomings.
