ABSTRACT

The Norwegian healthcare system is undergoing significant reform including an increasing focus on ‘quality’, of which safety is an important component (IOM, 2001; Wiig et al., 2014). The government's priority is to build a high-quality and patient-centred healthcare service that has a better distribution of power and influence between the system and the patient. In addition to strengthening the user role, the government has three focal areas to enhance quality and safety: (1) creating and establishing better systems, (2) strengthening leadership engagement and (3) building a reporting and learning culture to reduce adverse events ( Ministry of Health and Care Services, 2008–2009, 2011–2012, 2012–2013; The Norwegian Directorate of Health, 2005).
